In order to combat historical underfunding to properly maintain Federally-supported public housing units, the U.S. Department of Housing and Urban Development (HUD) is encouraging Public Housing Agencies to find new ways to manage their properties.
The Los Angeles County Development Authority (LACDA) owns and operates 3,229 public and affordable units located on 68 properties serving more than 6,650 residents.
To ensure that the agency can keep providing quality, safe, and sanitary housing for its residents, the LACDA introduced the Homes Forward Initiative, a proposal to change how it funds and operates some of its public housing units.
The United States Congress has not allocate sufficient funding to properly maintain public housing units. As a result, LACDA is looking into other ways to operate or dispose its public housing portfolio to ensure long-term sustainability.
Through the Homes Forward Initiative, the LACDA aims to transfer ownership and redevelop select public housing sites to improve operational efficiency, secure funding for necessary repair and upgrades, and preserve long-term affordability for Los Angeles County residents. Through this process, the LACDA remains committed to keeping residents informed and engaged.
Yes. The LACDA has looked at comparable redevelopment efforts at Jordan Downs, owned by the Housing Authority of the City of Los Angeles and the Hayes Valley development in San Francisco that is owned by the local Housing Authority. These projects utilized a combination of HUD funding, private financing, and local and state funds to successfully redevelop their public housing, resulting in additional housing and enhanced community resources.
