What Residents Need to Know

Section 18 Disposition

Authorizes Public Housing Agencies to remove units from the Public Housing Program and transfer ownership to affordable housing operators.

Resident Choice

Residents will be able to choose whether they want to remain in their current unit or move to another unit using a voucher.

Good Standing

If you wish to receive a voucher and transfer to another public housing unit, you must be in good standing.

FAQs

Why is this happening?

The United States Congress has not allocated sufficient funding to properly maintain public housing units. To address this challenge, LACDA intends to utilize the Section 18 Disposition program to sell its public housing scattered sites in the South and East County.


HUD approves removal of units from the Public Housing Program under specific circumstances, including:

  • Trouble maintaining healthy and safe units
  • Long-term vacancies
  • Inefficient operation
  • Scattered sites

What does removal mean?

Removal is the process by which housing units are no longer public housing but remain affordable through a Section 8 Tenant Protection Voucher (TPV).

What happens to the property after removal?

Properties will be offered for sale to trusted affordable housing operators with long-term affordability requirements.

What does it mean to be in Good Standing?

You are in compliance with your lease. No rent is owed, no eviction proceeding, etc. If you owe funds to the LACDA, start communicating with your property supervisor to figure out a way to get that paid off as soon as possible.

What are scattered sites?

HUD defines them as four units or less on one side of a city block. Scattered site units are farther apart and more expensive to operate.
